I don't know about specialist/expert roles in the US army compared to mine but the specialist roles aren't that hard or uncommon to get so it could just be that he went on a month long course to get a nice lil ribbon/medal on his uniform, I wouldn't read too much into it.
Yeah, in Vietnam it was like a 3 week course followed by a few years breathing in Agent Orange you were stacking into planes.
