      My guess is a combination of things:

      Capitalism elevates the amoral, meaning those with power tend to be willing to do whatever they like,

      Predators mostly know it's in their interest to help each other predate, as we can see in the Boy Scouts of America as well as basically every church,

      Rich fucks tend/learn to love power imbalances, and I suppose that a kid is about the most powerless kind of person around,

      Plus, our intelligence agencies have given no indication that they're above leveraging pedophiles as assets. We know they use pressure to influence how power is wielded and by whom - if they know a candidate is a pedo for instance, I think they'd be more likely to bolster that candidate's odds.
